Presentation by Tom Palley: Creating a Post-Doha Agenda.

 

With the Doha Negotiations “on hold” for at least several months, the development community has the opportunity to step back and ask some more fundamental questions about the relationship between trade and growth and equity and development.

 

Two members of the New Rules for Global Finance Coalition, Irfan ul Haque and Tom Palley, have agreed to lead off the discussion.  Each brings a rich background of knowledge about trade to this conversation. 

 

Irfan will speak about “Trade for Development: Going Beyond WTO”.  He has long been concerned that the discussion on trade issues has been highly WTO-centric. Market access is not the only thing that hinders development in developing countries.

 

In turn, Tom will address the question:  How can progressives position themselves in light of the Doha fallout and the apparent diminishing returns from trade for developing countries? 

 

This seminar is organized as a follow-on to the conversations during the May 17 New Rules for Global Finance Coalition’s Special Inaugural Meeting.  Several New Rules members, including Irfan and Tom, wanted to explore trade-related issues in greater depth. All are welcome to this open discussion.

 

Dr. Tom Palley holds a B.A. degree from Oxford University, and a M.A. degree in International Relations and Ph.D. in Economics, both from Yale University. He has published in numerous academic journals, and written for The Atlantic Monthly, American Prospect and Nation magazines. He was formerly Chief Economist of the US – China Economic and Security Review Commission. Prior to joining the Commission, he was Director of the Open Society Institute’s Globalization Reform Project, and before that he was Assistant Director of Public Policy at the AFL-CIO. Dr. Palley is the author of Plenty of Nothing: The Downsizing of the American Dream and the Case for Structural Keynesianism (Princeton University Press) and Post Keynesian Economics (Macmillan Press).  He has written extensively on matters of macroeconomic theory and policy, international finance and trade, economic development, and labor markets.

 

Dr. Irfan ul Haque previously worked for UNCTAD, World Bank, and South Centre and taught at the University of Cambridge and Lahore School of Economics.  Dr. Haque is a member of the UNCTAD group of Eminent Persons on Commodities, and Member of the Panel of Experts on Commodities invited to address the UN General Assembly, 2003.
