The New Rules for Global Finance Coalition is convening this
discussion to update the DC NGO community on the current status of
negotiations on the "Follow-up to the International Conference on Financing
for Development (FFD) to Review the Implementation of the Monterrey
Consensus" that will culminate in Doha in December of 2008. The New Rules
Coalition is one of several NGOs working on FFD follow-up. This meeting is
intended to be an update and coordinating meeting for DC NGOs. The goal of
this meeting is to enable DC NGOs to plug in to the FFD process in a more
coordinated fashion and thus more powerful way. January through June 2008
is an opportune time to insert our views and language on domestic financing,
investment, trade, ODA, debt relief and other systemic issues into the FFD
dialogue. The official timeline for the process is coming soon. FFD
activity will be intense now through June and the New Rules Coalition
encourages DC NGOS to get involved now in order to learn the process and
coordinate with other NGOs. We look forward to your participation in this

The President of the General Assembly has just sent out a
letter to all member states that contains the calendar of FfD events leading
up to Doha.

Series of 6 events January through June focusing
on each of the Monterrey Consensus Document subsections. These events may
come in the format of a panel of experts. Who would we recommend to
participate in these panels? (events tbc)

Doha Conveners (Norway & Egypt) will prepare
draft resolutions prior to the December 08 meeting.

Latest Developments (as
seen on the UN ESA-FFD website)

The General Assembly decided that the
Follow-up International Conference on Financing for Development to Review
the Implementation of the Monterrey Consensus will be held
in Doha, Qatar, from 29 November to 2 December 2008.

The review conference should address progress
made, reaffirm goals and commitments, share best practices and lessons
learned. The conference should also identify obstacles and constraints
encountered, actions and initiatives to overcome them and important measures
for further implementation, as well as new challenges and emerging issues.

The General Assembly also held its third
High-level Dialogue on Financing for Development on the
overall theme "The Monterrey Consensus: status of implementation and tasks
ahead" on 23-25 October 2007. The Dialogue provided a major substantive
contribution to the preparation of the Doha conference.
